LYMAN, SC – October 23, 2026 – PRESSADVANTAGE –
A National Weather Service statement issued October 12 recorded a 46 mph gust near Paris Mountain State Park in Greenville County as Post-Tropical Storm Isaias passed the western Carolinas on October 10. The observation puts outdoor-structure safety in focus for owners in the Upstate market served by Lyman-based Backyard Builders Decks and Outdoor Living. It does not establish that a particular property or deck sustained damage.
The weather report lists gusts of at least 39 mph at several sites in the western Carolinas. It cautions that the readings came from different equipment and exposures and that not all observations are considered official. The 46 mph measurement at one site cannot be applied to every neighborhood or used to infer the condition of a deck’s fasteners and framing. Once officials say conditions are safe, fallen limbs, moved outdoor furniture and wind-driven rain can make a visual check of the surrounding area useful.

That check should begin from safe ground, not by walking onto a deck that appears unstable. A property owner may notice a leaning rail, a shifted stair, a gap at the connection to the house or a fallen branch without pulling on the guard or putting weight on a questionable surface. Visible changes are observations to document, not a test of structural capacity. Where a power line has fallen, the area should be avoided and the utility or emergency services contacted through the appropriate channel.
The American Wood Council’s residential wood deck and balcony inspection manual is written for inspectors, contractors, engineers, builders and code officials. The distinction matters because a surface photograph cannot establish whether framing, ledger connections, stairs and guards are sound. An intact board surface does not rule out deterioration at a concealed connection; a loose railing and a damaged board also call for different types of repair evaluation. The observation of one component is not a diagnosis of the whole structure.
Water raises other questions without making every puddle evidence of a failed footing. From the yard, an owner may be able to see a detached downspout, runoff moving toward the house or newly exposed soil near a support. The cause and consequence depend on the property’s grading, drainage, foundation and prior condition. Photographs taken from a safe position can help a qualified professional decide what to examine after access is restored; they do not establish why soil moved or whether a footing is adequate.
South Carolina Emergency Management Division’s 2026 hurricane guide points residents toward a preparedness plan and current official information. Before another warning, movable outdoor items can be secured when safe and existing-condition photographs or maintenance records kept for comparison. Immediately after severe weather, instructions from officials and hazards such as trees or electrical equipment take precedence over a rushed deck repair. Assessment can wait until the area is accessible.
Backyard Builders Decks and Outdoor Living identifies deck construction, maintenance and deck repair among its Upstate services. Its published repair page describes work involving railings, boards, framing and the connection to the house. These are different components with different possible scopes. The weather observation concerns a site near the state park, not a survey of the company’s service area.
A surface board may be replaceable, while movement at a ledger, rail, stair or support warrants a qualified structural assessment before the deck is used. The proposed repair, any required permit and the responsible authority depend on the specific condition and location. Owners should not take an absence of obvious damage as a declaration that concealed connections are safe. The National Weather Service statement provides measured context for a recent event, not a property-level inspection. Information on the company’s existing deck repair services is available on its website.
